The Cheapest Legitimate Way to Start Growing Indoors
You can grow good flower on a small budget. What you cannot do is save money on the light and the ventilation, because those two determine whether the grow works at all.

The LED fixture, the inline fan, and the pH meter. A weak or badly built light produces airy, disappointing flower no matter what else you do, and inadequate ventilation causes heat and mold problems that no nutrient fixes.
Safe places to save
Pots, tubing, trays, timers, hangers, and containers are all commodity items. Fabric pots are inexpensive. A basic digital timer costs about $20 and works as well as a $60 one.
A minimum viable 2x2
A 2x2 tent, a ~150W dimmable LED, a 4-inch inline fan with filter, two clip fans, three fabric pots, a bag of quality soil, a pH pen, and a TDS meter. That kit grows real flower.
